Solutions for the I-74 corridor will balance engineering requirements with environmental and community issues. Federal and state environmental legislation and rules will guide the evaluation of possible solutions.

The National Environmental Policy Act (NEPA) process will be followed for this project. This process is intended to help public officials make decisions about infrastructure improvements with the knowledge of environmental consequences and opportunities for public input. Principle elements of the process include the preparation of environmental documentation, public involvement, and coordination with resource and regulatory agencies. The product of this effort was an Environmental Impact Statement, which will serve as the basis for selection of a recommended solution for the I-74 corridor. The Draft Environmental Impact Statement was released for public comment in November 2003. Comments received by January 9, 2004 became part of the public record.
